The man, 58-year-old Cesar Chavez, has been jailed and charged with the aggravated sexual assault of a child. His bail has been set at $30,000.
According to Houston news sources, the girl’s mother said the abuse had been taking place for more than a year. Officials at the Harris County Children’s Assessment Center listen to the toddler’s accounts of abuse and described the information as believable, detailed, and vivid. The little girl claims that she was touched and sexually assaulted on numerous occasions and raped at least once. She also told officials that she was physically abused by the man, who hit her and placed her in a closet.
The girl told the advocates that Chavez treated other children at the home daycare in a similar manner, and authorities say that at least one other little girl alleges molestation. Chavez’s wife, who runs the home daycare center, should have been supervising the children. It is not clear if she or her daycare will see consequences after the initial charges against Chavez. Chavez was called “Tio” by the girls – the Spanish word for uncle.
The Harris County Sheriff's Office reports that both alleged victims are four years old. They urge anyone who believes that their child or someone they know may have been molested at the Texas daycare or by Chavez should call the HCSO's Crimes against Children office at 713-830-3250.
